Beibu Gulf Big Data Exchange Center is a data trading institution initiated by China-ASEAN Information Harbor Co., Ltd. under the guidance of the Guangxi Big Data Development Bureau and the Local Financial Supervision Administration. It is an international data asset trading service organization established to foster the data element market. Focusing on the China-ASEAN region, it serves as a hub for aggregating, processing, using, and trading government, enterprise, and social data assets, as well as a channel for regional data asset export. It actively explores secure, paid government data transactions and an open, transparent, and operable cross-border data flow mechanism, aiming to build a secure and open data ecosystem and promote the prosperity of the China-ASEAN data ecosystem.

It is a full-ecosystem data service platform offering one-stop services for customers. As a hub for aggregating, processing, using, and trading various data products in the China-ASEAN region, it is also a key infrastructure supporting the construction of the China-ASEAN Information Harbor and the Digital Guangxi strategy. The Exchange Center provides ecosystem services for upstream and downstream partners, including data quality evaluation, data asset valuation, compliance assessment and certification, data product registration, transaction settlement, and dispute arbitration. It also offers in-depth matchmaking services across key sectors such as finance, transportation, agriculture, industry, and trade, covering key areas like identity verification, customer acquisition, precision services, financial solutions, and intelligent manufacturing.

In November 2019, the Fourth Plenary Session of the 19th CPC Central Committee released the Decision of the CPC Central Committee on Upholding and Improving Socialism with Chinese Characteristics and Modernizing the State Governance System and Capacity.
In March 2020, the CPC Central Committee and the State Council issued opinions on building a more effective system for the market-based allocation of production factors.

In June 2021, the Data Security Law was enacted.
